Brookings Institution Tisch Distinguished Visiting Fellow Cameron Kerry wrote an op-ed discussing ways U.S. Congress can arrive at full bipartisanship and finalize the American Data Privacy and Protection Act. Kerry said differences between the ADPPA and an updated 2019 bill circulated by Sen. Maria Cantwell, D-Wash., "are not large," but the current version of the three-corners proposal "is not yet on a glide path toward passage." To appease all parties, Kerry suggested some compromises on limits for collection, use and transfer of data along with the "duty of loyalty."
