Italy's data protection authority, the Garante, called on the Ministry of Health to improve national implementation of the electronic health record. The Garante determined continued development of Italy’s Health Data Ecosystem, the EDS, required “the duplication of health data and documents already present in the (electronic health record).” The Garante did not support the first two decree schemes for the EDS because they “were not consistent with the sector legislation, and present numerous profiles of violation of the regulations on the protection of personal data.”
