In an op-ed for the Brookings Institution, former U.S. Federal Trade Commission Bureau of Consumer Protection Director Jessica Rich writes that passing a federal privacy law should be a top issue for the 117th Congress. Rich pointed to prior debate during her time at the FTC and federal privacy bills as the leading factors for why Congress is "in a strong position to finally tackle and resolve the most difficult issues," including preempting state privacy laws and potential private rights of action.
