The Better Business Bureau National Programs has released a white paper reflecting on the Children's Online Privacy Protection Act and its history of co-regulation. The white paper explains co-regulation has worked due in large part to the establishment of safe harbors, among other regulatory measures. BBB NP writes safe harbors have particularly impacted the privacy environment within COPPA's focus. "In the area of children’s online privacy, the safe harbor approach has been successful in promoting compliance, reducing regulatory uncertainty, and promoting the protection of consumer privacy," BBB NP wrote. "Similar co-regulatory structures could be equally successful in other policy areas."
