Employing privacy-by-design principles, the guidelines will incorporate a system requiring consumers to allow a “fine-grained data transmission” before the information can be used by various entities. The smart meters collect and transfer data on consumers and are used by third-party metering companies, direct marketers, data aggregators, virtual power plant operators, and storage companies.
