The Wall Street Journal reports the U.S. Internal Revenue Service previously obtained access to the locations of millions of American cellphones to track and identify criminal suspects. The IRS Criminal Investigation unit purchased a subscription to a commercial database from Virginia-based contractor Venntel in 2017 and 2018. IRS CI Spokesman Justin Cole said the partnership was set up to "test their services against the law enforcement requirements of our agency."
