In a unanimous decision, the U.S. Federal Communications Commission said callers must obtain consent prior to delivering "ringless voicemails." Under the Telephone Consumer Protection Act, callers may not make non-emergency calls using automatic telephone dialing systems without prior express consent of the called party. FCC Chairwoman Jessica Rosenworcel called the practice "annoying" and said the FCC is "taking action to ensure these deceptive practices don't find a way around our robocall rules and into consumers' inboxes."
