Chief Privacy and Civil Liberties Officer

Peter Winn is the Acting Chief Privacy and Civil Liberties Officer of the United States Department of Justice. Before that he was the Acting General Counsel to the Privacy and Civil Liberties Oversight Board during its review of the NSA programs that were the subject of the Edward Snowden disclosures. He has been an Attorney-Advisor at the Office of Legal Counsel, and an Assistant U.S. Attorney (AUSA). He has taught at the law schools of the University of Washington, Southern Methodist University, and the University of Melbourne; and he has written on the Fourth Amendment, computer security, health privacy, and the right of access to public court records. He received his J.D. from Harvard Law School, his B.A. from Williams College, and was a Marshall Scholar at the University of London where he obtained an MPhil Degree. He clerked for Judge James B. McMillan, in the Western District of North Carolina.
