About the IAPP

Mr. Gay is a Senior Advisor for Technology Policy in the Office of the Administrator at the National Highway Traffic Safety Administration. His portfolio includes vehicle cybersecurity and radio frequency spectrum communications technologies. Previously, Mr. Gay was the Chief of the Policy division in the Intelligent Transportation Systems Joint Program Office where he led a team of program managers to execute the Office’s annual research portfolio. Mr. Gay’s team included both enabling technology and policy research in the areas of radio frequency spectrum, cybersecurity, standards, architecture, data management and privacy. Mr. Gay is a certified Project Management Professional (PMP) and earned a Bachelor of Science in Applied Mathematics from the Georgia Institute of Technology.
