Karsten Behn is a senior legal and policy adviser to the German Federal Commissioner for Data Protection and Freedom of Information. He is the coordinator of the Borders, Travel and Law Enforcement (BTLE) Expert Subgroup of the European Data Protection Board (EDPB). His focus of work is thus on data protection in the European and international law enforcement context. In his role as coordinator of the BTLE Subgroup, he served as co-counsel for the EDPB in the Schrems II case before the Court of Justice and is part of the EDPB delegation taking part in the Joint Reviews of the EU – U.S. Privacy Shield framework. He holds law degrees from the University of Hamburg and the New York University School of Law (NYU).
