Legal Counsel

Zhou Zhou (周洲) is Legal Counsel at the Wikimedia Foundation. Previously, he was an associate at Gibson Dunn & Crutcher, where he worked on a variety of litigation and transactional issues, with a focus on the technology and privacy spaces. Zhou has also held positions at the Federal Communications Commission, the Internet and Antitrust Bureaus of the New York State Attorney General’s Office, the United Nations Development Programme, and the New York and Hong Kong offices of Skadden Arps. He holds a J.D. from Columbia Law School, where he was on the editorial board of the Columbia Science and Technology Law Review and spent a semester studying Chinese law at Peking University in Beijing.

Prior to law school, Zhou was a software engineer at Salesforce.com and double majored in Electrical Engineering and Computer Sciences (EECS) and Bioengineering at UC Berkeley.  He is fluent in Mandarin Chinese.
