Barbara is a Tech/Data Partner at Reed Smith in Beijing.

Barbara was formerly a Partner at PwC China based in Beijing, focusing on Corporate & Regulatory matters. Before joining PwC, Barbara practiced in the Beijing and London offices of several leading international and Chinese law firms for over 25 years, leading their China TMT and Corporate practice, and prior to that, worked as a senior in-house counsel at Ericsson (China) Co. Ltd. 

Barbara has counselled many international and Chinese companies, financial institutions, tech companies and PE funds on achieving data and cybersecurity compliance and managing risks related to digital transformation and deployment of emerging technologies such as AI, big data, cloud and blockchain. She is also highly skilled in advising on complex corporate and commercial matters, cross-border mergers and acquisitions, joint ventures, business restructuring, development of major projects and drafting and negotiation support on major transactions.

She is widely recognized as a regulatory expert in the China market and is ranked as a leading individual in Corporate, M&A, TMT and FinTech categories by various legal directories including Chambers, Legal 500, Asian Legal Business, IFLR1000 and WhichLawyer. She won the China Top TMT Lawyer Award 2020 ranked by Asian Legal Business. She works closely with the industry and served as the vice-chair of the Cybersecurity Sub-Working Group of the EU Chamber of Commerce in China for several years.  

She is an England & Wales admitted attorney and holds the China Lawyer Qualification. She is also a Certified Information Privacy Professional / Europe (CIPP/E).
