IAPP Hires Cathleen Scerbo as CTO and Caitlin Fennessy as Senior Privacy Fellow
Former Liberty Mutual executive and Former Director of EU-U.S. Privacy Shield Program at U.S. Dept. of Commerce to bring extensive experience to the organization
PORTSMOUTH, N.H. – Feb. 4, 2019 – The International Association of Privacy Professionals (IAPP), the largest and most comprehensive global information privacy community and resource, welcomes two new hires to its growing team: Cathleen Scerbo and Caitlin Fennessy. Scerbo will assume the role of the IAPP’s Chief Technology Officer, while Fennessy will take on the new role of Senior Privacy Fellow.

Trevor Hughes. “With each of their unique experiences, I’m confident they’ll hit the ground running in 2019 as we face new challenges and growth in data privacy across the globe.”
Cathleen Scerbo brings more than 25 years of technology experience to the IAPP. Prior to her new role as CTO, Scerbo held various executive leadership positions during her time at Liberty Mutual. Most recently, she served as Vice President and General Manager of Technology Services at Liberty Mutual, where she was responsible for leading a team that supported the company’s competitive global technology strategy and business structure. As VP and GM, Scerbo empowered the technology organization with the tools, training, coaching and resources they needed to build a flexible and collaborative culture. She also serves on the board of directors of the Southern District YMCA of New Hampshire. Scerbo earned a B.S. in mathematics from the College of William and Mary.
Caitlin Fennessy joins the IAPP as a senior privacy fellow following her role as director of the Privacy Shield program at the U.S. Department of Commerce. Fennessy spent almost a decade at the U.S. International Trade Administration (ITA), where she served previously as a Senior Policy Advisor with the Data Flows and Privacy Team. At the ITA, which administered the Safe Harbor program and ironed out the Privacy Shield data-transfer program with the European Commission, Fennessy focused on privacy policy and transborder data flow issues as they impact trade. She also served as an adjunct professor of international privacy policy at the University of Maine School of Law in 2015 and 2016, and at the University of New Hampshire School of Law in 2014. Prior to joining ITA, Fennessy worked in the National Security Division of the U.S. Office of Management and Budget and with the U.S. Senate Foreign Relations Committee. Fennessy earned her master’s degree in public affairs from Princeton University, and a bachelor’s degree in social policy from Northwestern University.
