Julian Flamant, CIPP/E

Julian Flamant is an experienced privacy, security, and AI attorney who provides strategic advising and compliance management services as Senior Associate in Hogan Lovells’ Data, Privacy & Cybersecurity group.
Now based in Amsterdam after fifteen years in Washington, D.C., Julian brings to his practice on-the-ground experience working with clients on both sides of the Atlantic. He has helped clients craft practical governance solutions related to emerging U.S. state privacy laws and regulations, Federal Trade Commission rules, and various sector-specific federal privacy laws. Julian also has extensive experience counseling diverse sectors on GDPR requirements and understanding the GDPR’s intersection with European Digital Strategy regulations. Julian helps his multinational clients approach cross-border data flows strategically.
Through two long-term secondments with global companies, Julian honed his practical, business-minded approach to counseling and compliance. During his time with a multinational professional services provider, Julian assessed privacy risks of deploying global internal cybersecurity protections. while at a large technology services company, Julian assisted with implementation of an FTC consent order.
Julian’s background gives him unique insight into transatlantic policy and regulatory matters. While earning his master of laws in international relations at the Brussels School of International Studies, Julian prepared a dissertation comparing data protection regulatory approaches in the U.S. and EU, and later worked on the GDPR’s interservice consultation as a European Commission Blue Book trainee. Julian later was a policy fellow at the Future of Privacy Forum in Washington, D.C., where he led European engagement efforts.
Julian (CIPP/E) has served as co-chair of the IAPP KnowledgeNet Chapter in Washington, D.C. (2022-2023) and is a member of the IAPP’s Education Advisory Board (2024-2025), where he assists with selecting programming for the IAPP’s privacy conferences in the U.S. Julian also served as the agenda chair for sessions in the “global privacy, AI, and digital responsibility” track at the 2025 Global Privacy Summit.
