Former Deputy Procurement Executive CIA; Founder

Ms. Heather Jackman is a senior executive with more than three decades of experience serving in the Intelligence Community (IC) as an acquisition professional. During her career with the government, she led both small and large acquisition teams, guiding acquisition strategies and managing the professional development of the acquisition workforce. Having worked in multiple overseas locations and procured a wide variety of commodities throughout her career, her acquisition experience is extensive and diverse.

Prior to her retirement in October 2020, Ms. Jackman was the deputy procurement executive for the director’s area/Office of the Procurement Executive (OPE) at the Central Intelligence Agency (CIA). As the sole deputy of CIA/OPE’s acquisitions career service, she managed hundreds of professionals through the successful execution of tens of billions of dollars annually. She oversaw all contracts executed within the agency’s purview, including those executed by the Office of the Director of National Intelligence (ODNI), and served on the ODNI Acquisition Review Board. Ms. Jackman chaired the CIA’s Acquisition Review Board and challenged the status quo of acquisition strategies, driving the use of new, innovative solutions to meet and exceed requirements and reduce redundancy of contracts executed across the enterprise. She built collaborative industry partnerships to solve acquisition related issues and generate options for doing business, improving efficiency as well as transparency through multiple, diverse outreach opportunities. 

Since her retirement, Ms. Jackman founded The STAQ Group and serves as an acquisition consultant for large and small business guiding them through the acquisition process in the IC.
