About the IAPP

Ms. Carla “CJ” Utter has experience as a practicing attorney (licensed in the states of New York, DC, and Registered In-House Counsel in California) as well as a privacy and information technology professional. She has a Juris Doctorate from the State University of New York at Buffalo Law School, Masters in Information Assurance from University of Maryland University College, Bachelors in Government and Politics from University of Maryland and Associates in Computer Forensics from Hagerstown Community College and is a current holder of her CISSP, CIPP/E, CIPP/US, and CAP certifications. She has experience in the public sector as well as the private sector in the realms of privacy, network security, cyber security, certification and accreditation and with audits and compliance. Lastly, she has authored five cyber security and forensics papers that were published by academic journals.
