About the IAPP

David N. Alfred is a senior lawyer with more than 20 years’ experience advising on the legal aspects of telecommunications, digital technology and the Internet. He has been Chief Counsel to Singapore’s Personal Data Protection Commission (PDPC) since it was established in 2013 and, prior to that, he advised on the development of Singapore’s Personal Data Protection Act. In addition to his legal work with the PDPC, David is active in outreach to the legal community on data protection issues and in promoting the development of data protection law. As part of his work in this area, he led the conceptualisation and publication of PDPC’s annual Personal Data Protection Digest which is now in its second year.



David holds LLB and LLM degrees from the National University of Singapore and an MBA from the University of Chicago. He also holds the CIPP/A and CIPT certifications and has been designated as a Fellow of Information Privacy by the IAPP.
