Director, PIPEDA Investigations and Compliance

Michael joined the Office of the Privacy Commissioner of Canada in 2012 as a Senior Advisor with the PIPEDA Investigations Branch where he leads high priority investigations and manages a team of privacy investigators. Michael has led several key investigations for the OPC including those related to the Bell Relevant Adverting Program, Apple UDID, Microsoft Accountability, and the Aaron's Spyware investigations in collaboration with the US FTC.

An international enforcement specialist, Michael sits on the Management Committee for the Global Privacy Enforcement Network (GPEN) which brings global privacy enforcement authorities together with a view to promoting and supporting international enforcement cooperation. Michael is also the lead and international coordinator for the GPEN Internet Privacy Sweep, overseeing 19 international authorities in 2013 and 26 in 2014 to assess the online privacy practices of organizations from around the globe.

Prior to joining the Office of the Privacy Commissioner, Michael was Head of Recoveries at Export Development Canada (EDC) where he negotiated international restructuring agreements with organizations from around the world. While at EDC, Michael sat on the Steering Committee for the Claims & Recoveries subgroup of the Berne Union, the global association of export credit agencies.

Michael holds a Bachelor's Degree in Commerce (Finance) from the University of Ottawa, and a Bachelor of Laws from Osgoode Hall Law School.
