Head of Data Protection Reform

Elisabeth Stafford is Head of EU Data Flows at the Department for Digital, Culture, Media, and Sport (DCMS).  She has led on developing the UK Government's EU exit policy for data and also led the UK negotiating team for the reform of the ePrivacy Directive and the recast of Regulation 45/2001, setting data protection rules for the EU institutions.  



Previously, she was one of the negotiators on the GDPR and the Law Enforcement Directive for both the UK, and for DG JUST in the European Commission.  She has also worked in private office/cabinet in the Ministry of Justice, leading on human rights and EU dossiers for the Minister of State.  



She holds a degree in Philosophy, Politics, and Economics from the University of Oxford, and a masters in International Relations from the University of Aberdeen.
