Chairperson

Dr. Jong In Yoon was appointed as Chairperson of the Personal Information Protection Commission in August 2020 when the PIPC was restructured as an independent data protection authority in Korea following the amendment to three data protection laws, including the Personal Information Protection Act (PIPA). As former Standing Commissioner of the PIPC and former Vice Minister of the Interior and Safety, Dr. Yoon led the process of unifying PIPA's different sectoral laws and data protection functions that had been scattered among several government agencies.

Furthermore, he held a range of senior management positions in the Government of the Republic of Korea, including Head of Local Administration & Decentralisation Office and Head of Government Organisation Management Office in the Ministry of the Interior and Safety, Secretary to the President for Public Administration at the Office of the President of the Republic of Korea, and Director General for Government Planning of the Ministry of Security and Public Administration. Dr. Yoon also took office as Vice Governor for Administrative Affairs of Chungcheongnam-do (Provincial Government).

He holds a bachelor’s degree in western history and a master’s degree in public administration, both from Seoul National University, and earned a Ph.D. in public administration from University of Georgia.
