About the IAPP

Cynthia (Cindy) Bilbrough is an accomplished attorney and MBA graduate with 20 years of experience in leading and advising on risk and privacy issues across multiple industries. She holds a JD from the University of Houston Law Center, an MBA from the University of North Carolina at Charlotte, and a BA from the University of Virginia.

Currently, she serves as the Global Head HR Privacy, Digital, and Risk at GSK, where she provides strategic leadership on privacy and risk management. At GSK, Cindy designed and implemented an AI risk management review process for HR, ensuring a comprehensive assessment and mitigation of potential risks related to data privacy, algorithmic bias, and ethical considerations.

Previously, she held positions such as Senior Privacy Counsel at Adobe and Associate General Counsel at TIAA, where she developed expertise in privacy law, responsible AI, and data governance. Cindy was also a speaker at the 2024 Privacy + Security Fall Forum and a contributing author for the IAPP AIGP Practice Exam. She is a member of the State Bar of Texas and holds a CIPP/US certification from IAPP.

Her vast experience includes roles at Bank of America, Wells Fargo, and Elevance Health, where she honed her skills in employment law, ERISA, and HIPAA.
