Senior Associate, Office of Civil Liberties, Privacy, and Transparency

Hillary Fielden is a Senior Associate in the Office of Civil Liberties, Privacy, and Transparency (CLPT) for the Office of the Director of National Intelligence (ODNI). In this role she advises and assists the National Counterintelligence and Security Center in their development and implementation of initiatives to address privacy and civil liberties concerns and requirements. Ms. Fielden also plans, develops, and implements strategic policies and standards to institutionalize the protection of civil liberties and privacy within the ODNI and across the Intelligence Community. 

Before joining ODNI, as a Lead Associate for Booz Allen Hamilton Ms. Fielden provided privacy support for various intelligence agencies. In this role she advised senior leadership and system owners on complex privacy challenges, built enterprise privacy programs and breach management programs, and developed strategic approaches to reduce privacy risk through compliance requirements. While at Booz Allen Hamilton, Ms. Fielden was an adjunct professor for the Information Security Master of Business Administration program for James Madison University where she developed and instructed their graduate-level privacy and ethics course. At this time Ms. Fielden also served as a member of the training faculty for the International Association for Privacy Professionals, instructing multiple courses for commercial clients and for intelligence agencies at the classified level. 

Prior to Booz Allen Hamilton, Ms. Fielden was the privacy policy analyst for the Office of Management and Budget (OMB) where she was responsible for implementing OMB’s statutory obligation to provide continuing oversight of the Privacy Act of 1974 and stewardship of privacy policy for the entire executive branch of the United States Government. In this role, Ms. Fielden led development of the initial federal policy for privacy breach management. 

Ms. Fielden is a graduate of the Presidential Management Fellows program. She earned a Juris Doctor from George Mason University School of Law and a Bachelor of Arts from James Madison University. Ms. Fielden is barred in the Commonwealth of Virginia.
