About the IAPP

Julie Assis serves as Chief Deputy City Solicitor and HIPAA Privacy Officer for the City of Philadelphia. She leads the Law Department’s HIPAA & Privacy Law Unit, which advises the City on HIPAA and other privacy laws applicable to health and social services data and oversees the City’s HIPAA privacy compliance program. Julie has worked as a privacy and healthcare attorney for 15 years, providing regulatory, transactional, and compliance counsel to health care and life sciences clients of all types and sizes. Before joining the City, Julie served as compliance officer for a large academic medical center in Philadelphia. She has also held positions as an associate attorney in several law firms and as a registered nurse in the neonatal intensive care unit of a children’s hospital. 

Julie received her law degree from Rutgers University-Camden, her B.S.N. from the University of Pennsylvania, and her B.S. in Biology and B.A. in Humanities from Messiah College.
