Stacey Rolland, CIPP/US, CIPM
Stacey Rolland is an attorney and strategic management executive specializing in data policy and governance, risk management, and emerging technologies. She has a deep understanding of developing regulatory and legal landscapes, strategic partnerships, and innovative business development in an array of issues including technology, financial services, and tax.
Stacey developed expertise in tech and financial services regulatory strategy and risk management in senior positions at Capital One. She served as Head of Operational and Compliance Risk Reporting, Assessments, Audits and Regulatory Exams, where she led regulatory exam strategy and modernization of the company’s risk assessment function. She also served as Chief of Staff to the Department of Corporate Compliance, responsible for the agenda, financial management, operations, and partnership management for a department of 1500 employees across the U.S. and abroad.
Stacey joined the business sector from a career in executive positions within the federal government, with a focus on tax policy, tax administration, data access and privacy, and vulnerable communities. She was Chief of Staff to the Office of Tax Policy at the U.S. Department of the Treasury, where she served as a confidential adviser to Secretary of the Treasury, IRS Commissioner, senior White House and Administration officials, Members of Congress, and 100+ Tax Policy staff on policy, operations, and strategic issues.
Stacey served as Senior Policy Adviser to Speaker of the House Nancy Pelosi, where she helped manage the prioritization and development of major tax, financial, and economic legislation; advised on strategy; and represented the Speaker in bipartisan negotiations with White House and Administration officials, Senate leadership, and key stakeholders.
Before joining the Speaker, she advised the U.S. Treasury Department’s Office of Legislative Affairs on a wide array of key issues, including managing the Senate confirmation process for Treasury senior officials; helping negotiate financial policies; and directly advising the Secretary on high-profile Congressional hearings pertaining to the economy, financial sector, U.S. budget, and debt limit.
Stacey also served as Counsel on tax, budget, and financial services to Congressman Xavier Becerra (CA); Policy Analyst and Attorney at the Center on Budget and Policy Priorities; and Policy Fellow at the National Women’s Law Center.
She holds a J.D. from the UCLA School of Law, with a concentration in Critical Race Studies and Public Interest Law and Policy. She received her B.A. in Sociology and Women’s Studies from Smith College.
Stacey holds CIPP/US and CIPM certifications from IAPP – International Association of Privacy Professionals; she is active in the privacy and emerging technology communities; and she publishes and speaks on responsible tech issues.
