About the IAPP

Lia Patricia Hernández Pérez is a lawyer in Panama and Spain. She is a member of the Madrid Bar Association.

Hernández Pérez studied for a Master's Degree in New Technologies Law at the University of Bologna, Italy.

In 2008 Hernández Pérez obtained a scholarship from the Spanish Agency for International Development Cooperation, to study the Master's Degree in Telecommunications Law and Information and Communication Technologies ICTs at the Carlos III University of Madrid, Spain, where she was also a professor.

Hernández Pérez is director of Legal IT, the first legal boutique specialized in digital law in Panama and co-founder of the Pan-American Institute of Law and Technology, a Central American organization for digital rights.

She is a member of the Itech Law Association, chair of the International Association for Privacy Professionals KnowledgeNet Chapter for Panama and member of the Ibero-American Data Protection Observatory with whom she obtained a research award from the Basque Data Protection Agency.

As a lawyer, Hernández Pérez has more than 10 years of experience in legal advice on data protection, e-commerce, information and communication security and digital law.

Additionally, as an international consultant, Hernández Pérez provides advice to various technology companies and organizations in Latin America, participating in projects to draft standards in the field in various countries, such as El Salvador and Panama.

In the field of teaching, Hernández Pérez participated in the academic coordination of the first Diploma in Data Protection in Panama at the University of Panama.

Within her career, mentoring entrepreneurs and non-profit organizations stands out. She teaches at local universities such as the Universidad Latina de Panamá, Florida States University and the Universidad Carlos III de Madrid in Spain. She is also a contributor to different national and international media.
