Cyber Policy Fellow, New America; Senior Fellow

Samm Sacks is a Cyber Policy Fellow at New America. She leads the China Data Governance project, which publishes translation and analysis of policies related to cross border data transfer, data privacy, and the implications for artificial intelligence (AI). Her study on the geopolitics of data assesses different data regimes emerging across Europe, Asia, and the United States in comparative context. She has worked on China technology in both public and private sectors for the last decade, including for Siemens in Asia and at the Eurasia Group. She reads and speaks Mandarin and was a Fulbright Scholar in Beijing.
