IAPP Appoints Isabelle Roccia as Managing Director, Europe and Cobun Zweifel-Keegan as Managing Director, Washington, D.C.
Former Senior Policy Advisor and Westin Fellow Bolster Leadership Team with Global Expertise
PORTSMOUTH, N.H. – February 7, 2022 - The International Association of Privacy Professionals (IAPP), the largest and most comprehensive global information privacy community and resource, today announces the appointment of Isabelle Roccia as Managing Director, Europe, and Cobun Zweifel-Keegan as Managing Director, Washington, D.C.

As Managing Director, Europe, Roccia will lead IAPP’s growing Brussels office and engage with senior industry leaders, policymakers, regulators and civil society, keeping IAPP members informed and apprised of local developments. She will serve as the public voice for the IAPP across Europe and provide strategic guidance on European engagement and market expansion.
Prior to joining the IAPP, Roccia served as Director of Policy, EMEA of BSA | The Software Alliance in Brussels, Belgium. In this role, she developed and advanced policy positions on a range of key issues to the global software industry, with a focus on data privacy, international data flows, cybersecurity, digital trade and digital transformation. She is a recognized contributor to policymaking on these issues on national, European and multilateral levels. Prior to that, Roccia was the Senior Policy Advisor at the U.S. Mission to the EU in Brussels.
In his new role as Managing Director of IAPP, Washington, D.C., Zweifel-Keegan will engage with senior industry stakeholders, civil society, congressional leaders, and stakeholders across federal agencies and the White House to keep the IAPP and its members informed of - and engaged in - U.S. government and other D.C.-based privacy developments.
Zweifel-Keegan brings to the IAPP extensive experience as a data privacy lawyer, having previously served as Deputy Director of Privacy Initiatives at BBB National Programs, where he advised independent programs that help businesses demonstrate commitments to enhanced privacy practices. While providing legal assistance to BBB National Programs’ Global Privacy Division, he brought accountability to the privacy promises of U.S. businesses that chose to align their practices with recognized standards (including Privacy Shield and the Cross-Border Privacy Rules). Familiar with the internal workings of the IAPP, Zweifel-Keegan served as an IAPP Westin Research Fellow from 2016-2017, focusing his research on the global spread of uniform data privacy norms with the advent of the privacy profession.
