Executive Vice President and General Counsel

Caroline Healey joined the Railway Association of Canada (RAC) as Executive Vice President and General Counsel in July 2020. Caroline brings fifteen years of transportation experience to her role in leading RAC’s operations, regulatory affairs, government relations as well as its legal affairs. Before joining the RAC, Caroline served as Executive Vice President Legal Affairs & External Relations and Corporate Secretary for the Canadian subsidiary of Genesee & Wyoming, which operates short line and regional freight railways in Canada and the United States as well as other countries worldwide.

Caroline is a lawyer and she worked in large national law firms in the areas of corporate, commercial and transportation law. She is also a Certified Commercial Arbitrator. She acted as Assistant General Counsel with the International Air Transport Association (IATA), an international trade association. She also worked for Bombardier Aerospace, an important aircraft manufacturer where she negotiated and supported high-value aerospace sourcing transactions.

Caroline holds a Juris Doctor (J.D.) in North American Common Law from the University of Montreal, a Postgraduate certificate in Chinese Law from the University of Political Science and Law in Beijing, and a MBA and a Bachelor’s degree in Civil Law (LL.B.) from Laval University. Caroline also serves on several Board of Directors and is involved in various non-profit and community organizations.
