According to OPC, the intent of the white paper is to "inform decision-making about biometrics by all agencies" in public and private sectors. The paper also indicates OPC's stance on the regulatory framework around biometrics, stating "the privacy principles and the regulatory tools in the Privacy Act are currently sufficient to regulate" biometric deployments.
