RCMP's submissions to the committee in June described the use of spyware as necessary when the "need to use advanced technology-based capabilities" arises due to encryption barriers. The committee's work is fueled by the desires for more transparency about the software law enforcement uses to conduct surveillance or collect data as part of its investigations.
