U.S. Federal Trade Commission Bureau of Consumer Protection Director  Samuel Levine told attendees at the National Advertising Division of BBB National Programs annual conference that self-regulation on privacy matters has been a failure. In a separate appearance at the the 2023 Consumer Data Industry Association Law and Industry Conference, Levine discussed the modern "surveillance economy" and "failure of notice and choice."
