The U.S. Department of Education has published a frequently-asked-questions document addressing personal information disclosures for COVID-19 inquiries under the Family Educational Rights and Privacy Act. The department states parental consent for disclosures is still required in most cases, but notes there are exceptions to the requirement in the event of a health or safety emergency. Educational agencies and institutions determine consent exceptions based on whether the "information is necessary to protect the health or safety of a student or other individuals."
