The Council of Europe’s Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, or Convention 108, drafted guidelines for facial recognition technologies. The guidance was drawn up for government and private entities, as well as facial recognition developers, manufacturers and service providers. Convention 108 seeks to ensure the technologies "do not adversely affect the human dignity, human rights and fundamental freedoms of any person, including the right to protection of personal data."
