The Navigate Digital Risk Index 2025 charts the top risks for digital technology, as selected by global leaders.
This inaugural Index is published prior to Navigate: A Digital Policy Leadership Retreat, which will facilitate an exchange of ideas across disciplines on how to resolve tensions and realize opportunities we face governing digital technologies today.
Between April and June 2025, more than 600 global privacy, artificial intelligence governance and digital responsibility leaders from industry, government, academia and civil society responded to an IAPP survey and identified the risks they identify as today’s most significant for digital technology. Risks were identified across four categories: geopolitical, organizational, societal and environmental and technological.
The Index will be supplemented with further research and insights by the IAPP, including analysis from the annual governance survey.
Top 10 Digital Technology Risks
The top ten results, reported by the percentage of respondents who identified the risk as a “top” digital risk, are as follows:
- Risk to privacy and data protection – 58%
- AI technologies as accelerating or compounding the risk of adverse outcomes – 54%
- Dependency on and risks associated with third–party vendors – 51%
- Lack of sufficient budget and resources to invest in governance professionals, practices and tooling – 48%
- Nation state or sponsored cyberattacks, espionage and warfare – 42%
- Legacy infrastructure and tooling not fit for purpose – 41%
- Political and policy focus on deprioritizing governance and compliance – 39%
- Unclear or lack of awareness of data and systems mapping – 39%
- Identifying and managing misinformation and disinformation online – 37%
- Business deprioritization of governance and compliance – 36%
