The Navigate Digital Risk Index 2025 charts the top risks for digital technology, as selected by global leaders. Between April and June 2025, more than 600 global privacy, artificial intelligence governance and digital responsibility leaders from industry, government, academia and civil society responded to an IAPP survey and identified the risks they identify as today’s most significant for digital technology. Risks were identified across four categories: geopolitical, organizational, societal and environmental and technological.

The IAPP additionally published an article on how positions and perspectives inform digital risks.
