RegTech Report 2026: Privacy, AI Governance and Digital Responsibility

Organizations operate in a complex digital law environment characterized by dynamic regulatory change, increasing scrutiny from regulators and continuous technological disruption. Across jurisdictions, digital regulatory frameworks are expanding in both scope and depth. Convergence in and development of domains such as privacy, artificial intelligence, cyber security, operational resilience and other use- and sector-specific compliance demands create a complex web of overlapping and, at times, conflicting obligations.

Regulators are also evolving their expectations, placing greater emphasis on demonstrable accountability, real-time oversight and the ability to evidence compliance through robust data and audit trails. For senior leaders, this shift has fundamentally raised the bar. Compliance must be consistently evidenced and scaled across the enterprise.

Global regulatory fragmentation creates strategic challenges for compliance programs. Fragmentation can hinder an organization's ability to offer global products, leverage centralized data pools and scale approaches to compliance.

At the same time, the technology landscape intended to support compliance is increasingly diverse and fast-moving. A vast number of solutions span digital governance and risk management, leading many organizations to develop complex and sometimes siloed RegTech stacks. Highly motivated vendors keen to secure new customers are embracing innovation such as adopting AI within their compliance technologies, increasing automation capabilities and advancing data discovery capabilities. This has given rise to a vibrant ecosystem of RegTech with providers offering increasingly sophisticated capabilities across the compliance life cycle. Therein lies opportunities and challenges in selecting, integrating and maintaining tools that can deliver consistent compliance outcomes.

Recognizing this, the IAPP sought the answers to a series of questions about RegTech, including the extent of organizational adoption, the challenges in the use of those technologies and the likelihood that organizations would switch providers, among other questions. Over the course of seven weeks from February to April 2026, more than 600 individuals from 50 countries and territories responded.

The adoption of management platforms, governance, risk, compliance tools and other specialized solutions for digital laws has become widespread, driven both by regulatory imperatives and the need to operationalize compliance at scale.

These dynamics raise important practical and strategic questions for senior leaders as they improve their RegTech approach.

• To what extent should compliance activities be automated versus retained as manual processes?
• How can organizations strike the right balance between efficiency, control and flexibility?
• Which vendor should an organization select or should it build in house?

In parallel, many organizations are evaluating whether existing solutions remain fit for purpose; a growing number of organizations is considering transitioning to new vendors in search of improved functionality, integration and value. This report explores these themes in detail, drawing out key challenges, trade-offs and emerging practices shaping the next phase of digital RegTech.
