Norway’s data protection authority, Datatilsynet, published a blog post arguing the intelligence service's “proposed system for uncovering digital threats” amounts to “digital mass surveillance.” Datatilsynet Director Line Coll and Senior Legal Advisor Jan Henrik Mjones Nielsen wrote “the system will inadvertently capture large parts of Norwegian citizens’ internet communications,” and advocated changing the draft law. The European Court of Human Rights requires surveillance systems to feature “independent prior control at all stages” before collection can begin. However, Datatilsynet concluded the system as constituted “deviates from the requirements” of the ECHR.
