Spain's data protection authority, the Agencia Española de Protección de Datos, proposed an age verification system to prevent minors from accessing adult content online. The program would aim to prevent minors from "being located through the internet, guarantee the anonymity of adult users, (and) minimize the data processed or disclosed to third parties."
