Sovereignty: How Politics Are Shaping Practices on The Ground

The political concept of ‘digital sovereignty’ comes in many shades globally. It is usually anchored in gaining control over data, technology, infrastructure, guided by ambitions of resilience, prosperity, security and privacy. Many jurisdictions adopt policies with consequential implications for service providers and customers alike, by establishing national preference in public procurement, limiting data transfers, restricting providers to local solutions, or excluding providers from jurisdictions that are judged to present cybersecurity risks. The conversation will look at how sovereignty requirements are translating into regulatory work and governance in practice. Panelists will reflect on the emerging approaches across industry and governments (e.g. partnerships, sovereign offerings, Digital Embassies), how their practical implications inform, contradict, reinforce established governance safeguards and practices. They will also explore the balancing of interest when sovereignty objectives are at odds with economic and operational realities.
