Bills in the California Legislature impact organizations' data practices and understanding of the laws through proposed legislation related to the collection or sharing of personal information or to artificial intelligence use and governance. Notably, this tracker does not include every privacy or AI-related law, rather, it highlights any California data law with potential privacy or AI governance implications across sectors.
The information in the tracker is from the California Legislative Information website and each bill is hyperlinked to the specific bill information. It also includes a brief summary of the legislation, as well as its status and last legislative action.
The IAPP additionally published an accompanying article analyzing laws in California that look to the future of privacy and AI.
We will continue to update this tracker as there is new activity and welcome the assistance of IAPP members. Please let us know at research@iapp.org if there are additional California privacy or AI bills we should be following.
Key dates for the California State Legislature:
- The information in the tracker is from the California Legislative Information website and each bill is hyperlinked to the specific bill information.
- 21 Feb. 2025 was the last day for bills to be introduced.
- 6 June 2025 was the last day for each house to pass bills introduced in that house.
- 12 Sept. 2025 was the last day for bills to be passed in each house.
- 12 Oct. 2025 was the last day for the governor to sign or veto bills passed by the legislature.
- For more details on important dates, view the California Legislative Calendar and Deadlines.
Notes:
- In the tracker, privacy focused legislation is located first and is followed by AI-focused legislation.
- For the 2025 version of the tracker and onwards, the bills that are still active during the legislative session are included as not adopted/vetoed for the current year.
- Former versions of the tracker included those bills that failed to pass during the session. From the 2025 version and onwards, only those bills that passed the legislature and were vetoed by the governor are included in the “Not Adopted/Vetoed” section of the tracker for the respective year.
