At the heart of the dispute are concerns by encrypted messaging app companies, including WhatsApp, that provisions in the legislation would require the companies to screen users' messages for child sexual abuse material, which would likely require the breaking of their end-to-end encryption. The companies have repeatedly stated they would leave the U.K. before complying with the law.
