When machines judge without knowing: AI, augmentation and the limits of automated cybersecurity decisions

While AI can augment privacy and cybersecurity work, these authors argue it cannot replicate human judgement or governance.

If you feel slightly disoriented by artificial intelligence, you're not alone. The steady stream of headlines — breakthroughs, warnings, existential threats — can feel both overwhelming and oddly paralyzing. One day AI is framed as a productivity miracle, the next as an uncontrollable risk to security, privacy and society at large.

In moments like this, history is often a better compass than prediction.

In "The Augmented Man," psychiatrist and neuroscientist Raphaël Gaillard writes the human brain has never been a fixed biological object. It has always been shaped by technology. Writing, perhaps the most transformative invention of all, fundamentally rewired human memory. Plato famously worried that writing would weaken our ability to remember, and he was right, in a sense. We learned to offload memory onto external supports, freeing cognitive space for other forms of reasoning.

Since then, each technical revolution, printing, computing, the internet, has pushed this process further. Today, we navigate a world where information is always one click away, and the brain reading this article is already the product of centuries of cognitive hybridization.

AI is the next layer in that story. But unlike writing or search engines, AI does not merely store or retrieve information. It increasingly judges. And that difference matters, especially in cybersecurity, privacy and governance contexts.

Augmentation is not judgment

It is tempting to think of large language models as simply faster, more scalable versions of human cognition. They analyze inputs, weigh possibilities and generate outputs that resemble decisions. But this surface similarity hides deeper differences in how judgment is formed and what it means to be responsible for it.

Human judgment is embodied and contextual. It draws on perception, memory, emotion, social understanding and, critically, meta-cognition: the ability to reflect on uncertainty, question assumptions and pause when the stakes are unclear. This reflective capacity is central to governance. It is what allows humans to ask not only can we act, but should we?

LLMs operate differently. They generate probabilistic outputs based on patterns in text. They do not experience uncertainty, understand consequences or engage in value-based reasoning. They can express confidence without comprehension and fluency without grounding.

Researchers have described this gap as an epistemological fault line between human and machine judgment. While human and AI "decision pipelines" may appear structurally similar, the mechanisms underneath are fundamentally different. This distinction becomes critical when AI systems are used not just to assist, but to influence or automate decisions with real-world consequences.

Cybersecurity sits at the fault line

Cybersecurity is a domain where judgment under uncertainty is unavoidable. Analysts rarely work with complete information. They interpret ambiguous signals, infer adversarial intent and weigh trade-offs between speed, accuracy, operational disruption and privacy impact.

These decisions are not purely technical. They are organizational and ethical. Responding too aggressively can violate data minimization principles or disrupt legitimate users. Responding too slowly can expose sensitive personal data. Governance lives in that tension.

Human analysts regularly engage in reflective judgment: revisiting alerts, questioning whether a pattern is meaningful and deciding when not to act. LLMs do not do this. They do not understand organizational risk tolerance, regulatory exposure or downstream harms. They generate outputs, not accountable decisions.

This matters because cybersecurity failures are often framed as "human error," but the reality is more complex. While a large majority of breaches involve some form of human involvement, many occur in environments where humans are overwhelmed by alerts, constrained by poor system design, or encouraged to over-trust automated tools.

Social engineering remains a dominant attack vector precisely because it exploits human judgment, not technical weakness alone. And as cyber incidents grow in scale and cost, organizations feel increasing pressure to automate more of the decision process.

Automation without governance is offloading responsibility

AI-driven tools can undeniably augment cybersecurity operations. They can correlate signals, summarize threat intelligence and reduce cognitive load. In that sense, they fit squarely within the long history of human cognitive augmentation Gaillard describes.

The risk emerges when augmentation quietly becomes substitution.

Unlike earlier technologies that offloaded memory or calculation, AI systems increasingly appear to decide. And when decisions are automated without clear accountability structures, responsibility becomes diffuse. Who is answerable when an AI-assisted decision leads to over-collection of data, a missed breach or discriminatory impact?

This question is no longer theoretical. Attackers themselves are using AI to scale operations, automate reconnaissance and refine social engineering. The same tools that promise defensive efficiency also accelerate offensive capabilities. In this environment, governance cannot be an afterthought.

Shaping the technology we want

History offers reassurance, but not complacency. Humanity has adapted to every major cognitive shift but only by actively shaping how technologies are used, regulated and constrained.

AI is not an invitation to sit back and let automation run its course. Nor is it a reason to panic. It is a call to be deliberate.

For cybersecurity and privacy professionals, that means designing systems where AI supports human judgment rather than replaces it, where probabilistic outputs are framed as inputs to deliberation, and where accountability remains clearly human.

The real question is not whether AI will augment us, it already is. The question is whether we will remain aware of what we are offloading, why and at what cost.

In governance, as in cybersecurity, judgment is not just about reaching an answer. It is about understanding the implications of being wrong, something machines, for all their power, still do not know how to do.
