Unpacking the EU Digital Simplification Omnibus

On 19 November 2025, the European Commission published the Digital Package, which includes digital rulebook simplification proposals. Brussels has been looking at the EU digital rulebook to determine where current policies can be simplified or streamlined in the areas of data, cybersecurity and AI. This exercise addresses several instruments, including the Data Act, the Data Governance Act, the NIS2 Directive, and aspects of the AI Act among others. The simplification exercise could be transformational for companies’ governance and trigger significant changes to the practical implementation of each of these instruments individually, as well as of their interplay with one another, and with the GDPR. For instance, the proposed changes to the definition of personal data could have an impact on international data transfers. 

With a first Simplification Omnibus proposing a targeted change to the GDPR in May and the Digital Package in November 2025, this session will explain the digital simplification plans of the European Commission and unpack potential impacts for compliance and governance professionals, including for companies operating in the U.K.
