Governing Agentic AI: Who is Liable for AI's Autonomous Decisions and Actions?

Agentic artificial intelligence systems that autonomously execute decisions, negotiate contracts and take real-world actions are rapidly emerging across industries. This panel brings together perspectives from the PDPC, big tech, in-house legal counsel and an external law firm, to examine the unique governance challenges these systems present. Panelists will explore a range of topics, including defining the governance gap, liability allocation challenges, privacy consent and transparency paradoxes, and Singapore IMDA’s Model AI Governance Framework for Agentic AI.

• How to apply and implement the IMDA Model AI Governance Framework for Agentic AI, including practical implementation of human oversight, operational boundaries and accountability structures.
• Practical approaches to assessing and mitigating liability when AI agents execute contracts, make purchasing decisions, or cause harm.
