The Standing Committee of the Shenzhen Municipal People's Congress passed China's first local data law. The "Shenzhen Special Economic Zone Data Regulations" would prohibit applications from restricting services to users who do not agree to data access agreements. Violations of the law could result fines upwards of 50 million yuan. The law will go into effect 1 Jan.
