As a result, where and how facial recognition is used is under the control of technology companies that have supplied facial-recognition systems to police and government agencies and have embedded it in devices. “In both the U.S. and Europe, the stuttering progress of efforts to regulate facial recognition stems from a blend of reluctance by security-obsessed governments and setbacks that have stymied lawmakers’ focus,” the report states.
