The New York Times reports on the process underway and challenges faced to build the California Privacy Protection Agency. Lawmakers in the U.S. and beyond are closely watching developments, as industry lobbyists submit feedback and privacy advocates question whether the agency’s $10 million annual budget is enough to regulate how large technology companies collect and use data.
