Court of Justice of the European Union Advocate General Priit Pikamäe issued an opinion that a court enforcement officer can legally sell a database containing personal information for the purpose of estimating its value in a civil law proceeding without the consent of the data subjects. Pikamäe opined the court enforcement officer should be designated as the data controller in such an instance and the processing of personal data was lawful under the EU General Data Protection Regulation.
