World Privacy Forum's Pam Dixon and privacy consultant Robert Gellman published a report analyzing the existing laws and practices regarding the U.S. Health Insurance Portability and Accountability Act COVID-19 waivers from the Department of Health and Human Services. The report explains the current use of HIPAA waivers amid the pandemic versus their previously designed use, while also discussing the future and potential reform of waiver eligibility. Dixon and Gellman recommend a full examination and overhaul of the waiver process by HHS.
