The Wall Street Journal reports state governments across the U.S. are falling short with efforts to roll out COVID-19 contact-tracing apps in a timely fashion. App development has been slowed by questions on effective location tracking, transparency with data collection and retention, and general strategy. Meanwhile, New York City's manual contact tracing has struggled to get its bearings with limited participation thus far.
