Privacy International claims two prominent web sites in the recent Kenyan presidential elections share an IP address with U.S. firm Harris Media, whose CEO recently served as U.S. Sen. Rand Paul's chief digital strategist. Reuters' summary of the PI report says Harris deployed social media posts targeted based on Kenyan voters' ethnic and regional backgrounds, with "volatile 'coded' language." This is particularly sensitive, PI says, considering the 1,200 Kenyans killed in ethnically targeted violence surrounding elections 10 years ago. President Uhuru Kenyatta's Jubilee Party denied the reports, saying it had organized all campaigns locally.
